Context

The ECML 2nd medium-term programme included two projects focused on the ELP: impel designed a web site to support ELP implementation projects and ELP-TT developed a kit of ELP-related materials for use in in-service teacher development, trialled the materials at a central workshop and used the materials selectively in national training events in 16 ECML member states.
 
Whereas ELP-TT was concerned to support the use of the ELP by individual language teachers in particular language classrooms, the present project focuses on the next stage of successful ELP implementation, its use to support all foreign language learning and teaching in the school. This is not just a matter of increased scale. According to the Principles and Guidelines (Procedure for Validation, Key Reference Documents), the ELP is designed to support the development of learner autonomy and to promote plurilingualism. Whereas the first of these objectives can be achieved by a single teacher working on her own, achieving the second is a matter of whole-school policy and practice.
The project is fully harmonious with strand B of the ECML programme, "Continuity in language learning", since it addresses directly "the link between learning one's first foreign language and learning further foreign languages".
 
One of the follow-up activities arising from the language education policy forum organised by the Language Policy Division of the Council of Europe in February 2007 is a guide to the development and implementation of plurilingual curricula. The present project proposal should be seen as complementary to this initiative.
